Resistance bands provide variable tension that increases through the movement. The further the band is stretched the more difficult it becomes therefore the end of the movement is most challenging.

Free weights provide constant resistance yet tend to be harder in the initial movement of a rep. Once you get the weight past a certain point, your mechanical advantage kicks in and the weight feels lighter.
